Job Description

The Rockhampton Grammar School is seeking to employ a Human Resources and Compliance Officer.

This full-time, fixed-term position (maternity leave coverage) working 38 hours per week Monday to Friday from February 2025 to January 2026. 

The Human Resources and Compliance Officer will support the HR & Compliance Manager in the delivery of human resources and compliance services to support the operations of the School.
 

The Rockhampton Grammar School was founded in 1881 and is an independent co-educational day and boarding school, educating and caring for students from Prep to Year 12, as well as the Early Learning Years and is Queensland’s largest boarding school. The Rockhampton Grammar School has achieved great success in the academic, cultural, sporting and vocational fields over the past 143 years. POSITION TITLE:   Human Resources and Compliance Officer

DEPARTMENT:   Administration

CLASSIFICATION: School Officer Level 5

REPORTS TO:  Human Resources and Compliance Manager

 

KEY DUTIES AND RESPONSIBILITIES

The purpose of this role is to contribute to the development and implementation an effective compliance and risk management framework, human resource frameworks, policies, procedures and programs to ensure that RGS can attract, retain, develop and manage a highly engaged and committed work force.

Duties will include (but is not limited to):

Staff attraction and recruitment

  • Support the development and continuous improvement of the recruitment process and the improvement of the candidate experience through contributing to policy development, process automation and leading practice implementation.
  • Coordinate and administer the end-to-end recruitment and selection processes, including:
    1. Ensure that recruitment is aligned to the organisational structure, approved budget and operational requirements of the School;
    2. work with Supervisors to determine their recruitment needs and requirements;
    3. update and refine position descriptions to accurately reflect operational requirements and expectations;
    4. manage the placement of job advertisements using contemporary and innovative recruitment methods and platforms;
    5. ensure a professional and warm approach to candidate communication which are reflective of the organisational climate and culture;
    6. take care of all logistics related to the short-listing and interview process, including candidate communication, venue bookings and the preparation of interview documentation;
    7. attend interviews as required;
    8. conduct referee checks as requested;
    9. facilitate the process of making a verbal offer of employment followed by the new employee/variation to employment documentation;
    10. inform unsuccessful candidates accordingly;
    11. interface with the HR/Payroll team and line manager in terms of contract development for the successful candidate;
    12. scan/store/archive recruitment documentation/record;
    13. other recruitment related tasks as they may occur.

Learning and development: 

  • Contribute to the development and continuous improvement of the learning and development scope of practice;
  • Identification of training and developmental needs and by driving suitable training initiatives to ensure legislative compliance whist strengthening staff capability.
  • Responsibilities include enhancing employees’ skills, performance, productivity and quality of work by:
    1. communicating with Supervisors to identify training needs and assist with mapping out development plans for teams and individuals;
    2. assess training needs for new and existing employees;
    3. identify internal and external training programs to address competency gaps;
    4. partner with internal stakeholders regarding employee training needs;
    5. organise, develop or source training programs to meet specific training needs;
    6. inform employees about training options;
    7. facilitate learning through a variety of delivery methods including classroom instruction, virtual training, on-the-job coaching, etc;
    8. design and apply assessment tools to measure training effectiveness; 
    9. track and report on training outcomes;
    10. provide feedback to programme participants and management;
    11. evaluate and make recommendations on training material and methodology;
    12. maintain employee training records;
    13. keep current on training design and methodology;
    14. other training related tasks as they may occur.

Human resources administration:

  • Provide general support in human resources administrative processes and records management.

Compliance:

  • Assist with the development, implementation and maintenance of systematic monitoring and regular reporting of compliance within the School’s internal and external legislative obligations.
  • Identify, analyse, evaluate and treat risks including record keeping and reporting.
  • Assist with the development, implementation, documentation and dissemination of relevant policy, procedures, processes, controls and guidelines to promote compliance and reduce risk within the School environment.
  • Undertake internal compliance audits, reviews and assessments, with a view to identifying control weaknesses and implementing measures to address those weaknesses.
  • Organise training and education of staff on risk management and safety matters as required.
  • Raise awareness of issues associated with risk within the School.
  • Develop recommendations for improvements and corrective actions in work practices in the areas of risk management and compliance as required.
  • Review/conduct risk assessments for School approved events, excursions, tours and activities.
  • Monitor changes to legislation and assess the implications on the School’s current risk framework.  Make recommendations and document changes required to policies, procedures and school practices.
  • Responsible for investigating all staff and student incidents and make recommendations regarding corrective measures.
  • Assist with the operation of the Workplace Health and Safety Committee and Rehabilitation and Return to Work processes.
  • Any other tasks as requested by the HR & Compliance Manager.

REQUIRED SKILLS/KNOWLEDGE/EXPERIENCE

  • Tertiary qualification or appropriate experience in Human Resources or a related discipline;
  • Knowledge of workplace health and safety and school related legislation (desirable);
  • Good planning, organisational, analytical and decision-making skills;
  • Good oral and written communication skills; and
  • Confidentiality, tact and discretion when dealing with people.

 

REQUIRED LICENCES/CERTIFICATES 

  • Working with Children Check;
  • Safeguarding Children Online Training Certificate;
  • Police Check.

  • Undergo periodic “national criminal history record” checks;
  • Report to management any criminal charges or convictions you receive during the course of your employment that may indicate a possible risk to children and young people.

The School undertakes several screening processes to ensure the appropriate protection of children and young people in its care. This includes reference checks, identity checks, qualification check and professional registration checks.
