Osborne Richardson are delighted to be partnering with Central Highlands Regional Council, in the wonderful Central QLD region, on a sensational Executive role in their team. We are excited to offer the opportunity to join this dynamic team as Manager, Planning and Land Management.

In this amazing Leadership role in the organisation, you will be instrumental in the ongoing delivery of statutory functions, ensuring compliance with the relevant legislation through education, enforcement and strategic planning for the region. These functions include development assessment, building certification, plumbing, compliance, ranger services, rural land management, and strategic land use. A secondary role of the Manager Planning and Land Management is the Mining liaison officer for council to facilitate discussions regarding new mining operations, extensions to existing operations or plans to cease operations and the post closure aspects.

Key duties associated with this key role are as follows:

  • Service Delivery - Holds overall responsibility for the successful delivery of development
    assessment, strategic land use planning, building and plumbing regulation and compliance,
    ranger services and rural land management and mining liaison.
  • Technical Skills and Expertise - Ability to understand, interpret, administer and comply with
    relevant council policies and relevant legislation applicable to the functions within local
    government planning and land management activities. Provide professional advice and
    interpretation of legislation and regulations impacting on Planning and land management
    matters. Ensure changes in legislation and regulations are disseminated to the organisation
    appropriately and amendments to council processes or systems are organised.
  • Information Delivery - Producing complex reports, delivering presentations, workshopping
    with councillors, community engagement, developing policies, and networking at key
    events. The ability for the end user to understand the complexity of matters is instrumental
    in the methods of information delivery.
  • People Management - Lead, motivate, develop and support multi disciplinary work teams,
    coordinating activities of the section coordinators to achieve organisational goals. Provide
    leadership that encourages business units to create a continuous improvement culture and
    implement best practice management systems in their work areas.
  • Strategic Planning - Prepare, consult and implement policies and procedures to establish
    strategic planning, a culture of proactive compliance to achieve organisational goals.
    Ensuring that effective policies, procedures, systems and services are in place to provide
    and maintain the highest level of service across the functions within the Planning and Land
    Management team.
  • Project Management - In conjunction with relevant stakeholders, planning, implementation,
    and tracking of specific short-medium-long term projects having a beginning, an end and
    specified deliverables with a focus on whole of life costs.

  1. Degree qualifications in Bachelor Urban & Regional Town Planning or similar.
  2. Demonstrated business management skills across a broad range of planning, development
    and/or land management disciplines within a similar environment including staffing,
    administration and finance.
  3. Demonstrated high standards or personal ethics and integrity, high levels of discretion and
    diplomacy with proven ability for transparent and professional decision making.
  4. Demonstrated capacity to develop and implement planning scheme amendments, policy,
    procedures and measures, including monitoring/reporting mechanisms, practices and the
    processes and practices involved in compliance for delivering on planning and land
    management matters including capital delivery.
  5. Developed leadership, project planning and management expertise with a record of
    achievement in planning scheme amendments.
  6. Excellent knowledge of legislation, regulations, design standards, and code of practice
    relating to building, plumbing, planning, animal management, and stock routes.
