Service Planning and Design Manager - Mental Health and AOD

About the role

You will steer a talented team of Senior Service Planning and Design Officers through every stage of our commissioning cycle. Your portfolio covers mental health, suicide prevention, and alcohol and other drug (AOD) services, with a focus on:

  • needs assessment and human-centred codesign

  • sector development and capacity building across four subregions

  • procurement planning, provider engagement, and contract establishment

  • performance, impact measurement, and continuous quality improvement.

Working side by side with clinicians, peak bodies, governments, and people with lived experience, you’ll make sure every program we fund is tailored, integrated, and delivers real outcomes.

What you'll do:

  • Lead end-to-end commissioning projects, from evidence review to evaluation.

  • Contribute to the development of a three-year Strategic Commissioning Plan and annual activity workplans.

  • Guide stakeholder workshops and codesign sessions that translate policy into practical service models.

  • Coach and mentor your team, fostering high performance and professional growth.

  • Champion data informed decision making and best practice project management.

  • Ensure probity, governance, and workplace health and safety obligations are met across all activities.

Key selection criteria

  • Tertiary qualifications and over five years’ work experience in mental health, AODs, suicide prevention, or similar.

  • Demonstrated expertise in health commissioning or service design, including procurement.  

  • Proven people leadership skills and the ability to juggle competing deadlines.

  • Outstanding communication, partnership building, and negotiation abilities.

  • Commitment to cultural safety, inclusion, and amplifying lived experience voices.

  • Proficiency with Microsoft 365 and the agility to learn new digital tools.
